    Good afternoon Luke and thanks for the report. Since this does not meet the definition of a “vessel” in accordance with RCW 79.100.10… this report should be made to the Large Marine Debris section of My Coast Washington. Thanks again for using this App and helping to keep our beaches and waterways clean.
