Vessel was formerly moored to another unauthorized buoy in Langley. Vessel owner’s address is Ephrata, WA which underscores the importance of owner oversight and responsibility for maintenance of their vessel and buoy. Which went first? The vessel, or the unauthorized and un-maintained buoy?
