Debris source: I am guessing that it is an airplane tire because of the tread.
Ownership: It is on a public beach - Cormorant Cove, city of (West) Seattle. It is at the high tide mark, close to a ramp that is private property of Harbor West condominiums. The condo will need advance notification before retrieving the tire as there is a cover that needs to be placed on the ramp to give it extra stability.
